Stage S00-05 is the first stage where the player is solving completely independently with no tutorial. The player may opt to skip the tutorials if preferred. Mythical Pokémon appear based on a completely unique mechanic. Professor Tetra can manufacture the Mega Pencil, but only after being given 500 Picrites from the player. This isn't the time that you play the game, but the time that has passed since you began playing and then from your last Mythical Pokémon encounter. They won't just appear in any old level, but rather unlock through the passage of time.
All Mythical Pokémon are in the game but have a special mechanism tied to their appearance. No matter what game you play, Mythical Pokémon are always the hardest Pokémon to find and in Pokémon Picross, it is no different.
